FY2027 Community Project Funding Resource Appropriations Guide 

The following Community Projects have been requested in the Fiscal Year 2027 legislative funding packages by Congresswoman April McClain Delaney. These projects are listed by subcommittee, and not in any priority order.

Agricultural, Rural Development, and Food and Drug Administration

  • $4,650,000 requested through the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Bill, for the Oakland Volunteer Fire Department New Fire Station Project. The intended recipient is the Oakland Volunteer Fire Department, located at 31 South 3rd Street, Oakland, Maryland, 21550. A financial disclosure and federal nexus letter can be found here.

    • If awarded, funding will be used for the construction of a new fire station that serves various towns in Garrett County. The current fire station, built in 1950, is aging and outdated. The construction of a new fire station will reduce emergency response times and bolster regional preparedness for disasters.

 

  • $3,203,000 requested through the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Bill, for the Town of Smithsburg Wastewater Pump Station. The intended recipient is the Town of Smithsburg, located at 21 West Water Street, Smithsburg, Maryland, 21783. A financial disclosure and federal nexus letter can be found here.

    • If awarded, funding would be used for the replacement of three failing wastewater pump stations. The project is an appropriate use of taxpayer funds because it will provide reliable wastewater services for nearly 3,000 residents and critical community facilities. Investing in pump station replacements provides a cost effective way to support the region’s infrastructure and prevent system failures.

 

  • $1,633,865 requested through the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Bill, for the Westernport HorseRock Water Tank. The intended recipient is the Town of Westernport, located at 50 Main St, Westernport, Maryland, 21562. A financial disclosure and federal nexus letter can be found here.

    • If awarded, funding will be used to replace the current, deteriorating 100,000-gallon groundwater storage tank with a new water tank with increased storage capacity. The project replaces a water tank that is approaching the end of its useful life. Replacement of this water tank is a long-term solution to ensure safe, reliable drinking water storage for the Westernport community and reduce the risk of future service disruptions.

 

Commerce, Justice, and Science

  • $1,627,500 requested through the Commerce, Justice, and Science, and Related Agencies Appropriations Bill, for the Hagerstown Police Department Mobile Radio Upgrade. The intended recipient is Hagerstown Police Department, located at 50 N. Burhans Blvd. Hagerstown, MD 21740. A financial disclosure and federal nexus letter can be found here.

    • If awarded, funding will be used to purchase new equipment for the Hagerstown Police Department, including new mobile radios to modernize and ensure uniform technology throughout the Hagerstown Police Department. The project is an appropriate use of taxpayer funds because it will ensure communication reliability during high-stakes operations, along with a GPS function to locate personnel in real time, enhancing situational awareness and coordination to protect the community.

 

  • $1,196,738 requested through the Commerce, Justice, and Science, and Related Agencies Appropriations Bill, for Frederick County Behavioral Health Violence Prevention Program. The intended recipient is Sheppard Pratt Health System, Inc., located at 210 Abrecht Place, Frederick, Maryland, 20701. A financial disclosure and federal nexus letter can be found here.

    • If awarded, funding will be used to build upon existing mental health services for youth in Frederick County through support staff and programs. The project is an appropriate use of taxpayer funds because it will target violence prevention and mental health care in school-aged youth, creating safer communities for all residents to benefit from.

 

Interior and Environment

  • $1,596,983 requested through the Interior, Environment, and Related Agencies Appropriations Bill, for the Friendsville Water Improvement Project. The intended recipient is Garrett County Sanitary District, Inc., located at 175 Bear Creek Ct, Friendsville, Maryland, 21531. A financial disclosure and federal nexus letter can be found here.

    • If awarded, funding will be used to replace the existing surface water source with a groundwater-based supply system. The Town’s existing intake on the Youghiogheny River no longer meets current Maryland Department of the Environment (MDE) screening requirements and has led to persistent operational challenges. The project is an appropriate use of taxpayer funds because it ensures long-term resilience, regulatory compliance, and consistent delivery of clean, safe drinking water to the Friendsville community.

 

  • $3,000,000 requested through the Interior, Environment, and Related Agencies Appropriations Bill, for the Downtown Stormwater Drainage Improvement Project. The intended recipient is the City of Frederick, located at 140 West Patrick Street Frederick, Maryland, 21701. A financial disclosure and federal nexus letter can be found here.

    • If awarded, funding will be used to increase stormwater system capacity by installing new storm drain pipes, adding parallel conveyance lines, upsizing and re-sloping existing pipes, and redirecting upstream flows to reduce pressure on constrained trunk lines. This project is an appropriate use of taxpayer dollars as it will address documented stormwater system deficiencies in both the City of Frederick. The project will reduce long-term maintenance costs, limit damage to public infrastructure, and improve the City’s ability to manage stormwater in compliance with federal water quality objectives.

 

  • $1,430,000 requested through the Interior, Environment, and Related Agencies Appropriations Bill, for the Lead Service Line Replacement. The intended recipient is the City of Frederick, located at 140 West Patrick Street Frederick, Maryland, 21701. A financial disclosure and federal nexus letter can be found here.

    • If awarded, funding will be used to initiate field investigations using electrical resistance testing and lead swab testing to verify the materials of unknown service lines and replacing publicly owned lead service lines, beginning with areas identified through predictive modeling and field verification. This project is an appropriate use of taxpayer dollars because it will reduce the risk of lead exposure for thousands of Frederick residents, improving drinking water safety, and ensuring compliance with federal environmental regulations.

 

  • $7,668,000 requested through the Interior, Environment, and Related Agencies Appropriations Bill, for the North Branch Industrial Park Force Main Replacement. The intended recipient is the Allegany County Government, located at 701 Kelly Road, Cumberland, Maryland, 21502. A financial disclosure and federal nexus letter can be found here.

    • If awarded, funding will be used to  for the replacement of a four-mile deteriorated force main. The project is an appropriate use of taxpayer funds because the force main serves residents and various businesses of the community who would directly benefit from new, reliable wastewater infrastructure. 

 

Labor, Health and Human Services, and Education

  • $1,100,000 requested through the Labor, Health and Human Services, Education, and Related Agencies Appropriations Bill, for the Capacity Expansion at Frederick Health Project. The intended recipient is the City of Frederick, located at 101 N. Court St, Frederick, MD 21701. A financial disclosure and federal nexus letter can be found here.

    • If awarded, funding would be used for the purchase of necessary medical equipment for the conversion of offices to 20 private patient accommodations. The project is an appropriate use of taxpayer funds because of the rising population in Frederick and need for additional capacity to best serve patients and residents within the community. 

 

Transportation, Housing and Urban Development

  • $2,500,000 requested through the Transportation, Housing and Urban Development, and Related Agencies Appropriations Bill, for The Möller Housing Revitalization. The intended recipient is the Housing Authority of the City of Hagerstown, located at 403 N Prospect St., Hagerstown, Maryland, 21740. A financial disclosure and federal nexus letter can be found here.

    • If awarded, funding will be used to transform the historic former Möller Pipe Organ Company factory into a 65 unit affordable housing building. This project is an appropriate use of taxpayer funds because it will support families and the greater Hagerstown community by providing accessible, safe and affordable housing and redeveloping an unoccupied building.

 

  • $1,500,000 requested through the Transportation, Housing and Urban Development, and Related Agencies Appropriations Bill, for the Walder Park Renovation. The intended recipient is the City of Gaithersburg, located at 302 Cedar Ave, Gaithersburg, Maryland, 20877. A financial disclosure and federal nexus letter can be found here.

    • If awarded, funding will be used to improve stormwater runoff infrastructure, and installation of upgrades to ensure safe pedestrian access to the park. The proposed renovations would include safe crossing bump-outs, accessible routes from surrounding streets, a planted berm and buffer landscape to attenuate noise, and stormwater runoff infrastructure to ensure that the renovated park is safe and welcoming for residents of all ages. This is an appropriate use of taxpayer funds because it will preserve and upgrade the public park, including the preservation of nearby neighborhoods through stormwater infrastructure.

 

  • $1,000,000 requested through the Transportation, Housing and Urban Development, and Related Agencies Appropriations Bill, for the Group Home Revitalization. The intended recipient is Montgomery County Government – Department of Housing and Community Affairs (DHCA), located at 11947 Sweet Shrub Circle Clarksburg, MD 20871.     • If awarded, funding will be used to enable critical home renovations for individuals with disabilities and other vulnerable residents. This project includes interior and exterior improvements, and accessibility enhancements for individuals with mobility impairments and other disabilities. This an appropriate use of taxpayer funds because the renovations will provide lasting long-term improvements and allow residents to have safe and quality housing, benefitting the residents and great community.

 

  • $3,000,000 requested through the Transportation, Housing and Urban Development, and Related Agencies Appropriations Bill, for the Housing and Human Services Renovation. The intended recipient is the City of Frederick, located at 100 South Market Street Frederick, Maryland, 21701. A financial disclosure and federal nexus letter can be found here.

    • If awarded, funding will be used to increase capacity for permanent, supportive housing, renovation of the food pantry and kitchen, and health clinic updates through HVAC and electrical improvements. This project is an appropriate use of taxpayer funds because it will provide essential services that improve health outcomes, reduce homelessness, and stabilize families in Frederick County.

 

  • $2,000,000 requested through the Transportation, Housing and Urban Development, and Related Agencies Appropriations Bill, for Frederick County Family Justice Center. The intended recipient is Frederick County Government, located at 12 E Church Street, Frederick, Maryland, 21701.  A financial disclosure and federal nexus letter can be found here.

    • If awarded, funding will be used for the land acquisition for Frederick County Family Justice Center. This Center will provide survivors of domestic violence, sexual assault, child abuse, and human trafficking  a coordinated hub where families can access legal support, advocacy, advocacy, and behavioral health services in one safe location.

 

  • $1,500,000 requested through the Transportation, Housing and Urban Development, and Related Agencies Appropriations Bill, for Infrastructure Upgrades for Safe and Accessible Sidewalks. The intended recipient is the Allegany College of Maryland, located at 12401 Willowbrook Road SE, Cumberland, Maryland, 21502. A financial disclosure and federal nexus letter can be found here.

    • If awarded, funding will be used for sidewalk and accessibility improvements on its Cumberland campus. These improvements will include sidewalk replacements, path renovation, and upgrades to the library stairs to improve ADA accessibility and safety for students, staff and visitors.

 

  • $1,500,000 requested through the Transportation, Housing and Urban Development, and Related Agencies Appropriations Bill, for River Park at Canal Place Industrial Dam Removal Design. The intended recipient is Canal Place Preservation and Development Authority, located at 13 Canal St, Room 301, Cumberland, Maryland 21502.     • If awarded, funding will be used for removal of an outdated industrial dam from the North Branch Potomac River and design and installation of a new water intake system and completion of the North Branch Water Trail. Dam removal and sediment cleanup are critical components of a broader revitalization strategy that includes expanded trails, improved river access, and ADA-compliant access areas.

 

  • $1,000,000 requested through the Transportation, Housing and Urban Development, and Related Agencies Appropriations Bill, for Westernport Library Reconstruction. The intended recipient is Allegany County Commissioners, located at 66 Main Street, Westernport Maryland, 21562. A financial disclosure and federal nexus letter can be found here.

    • If awarded, funding will be used for construction of a new library, replacing the library damaged in the May 2025 floods. This project is an appropriate use of taxpayer funds because it will allow the Westernport Library to provide essential services to Westernport and surrounding communities.

 

  • $1,600,000 requested through the Transportation, Housing and Urban Development, and Related Agencies Appropriations Bill, for Brunswick Pedestrian Bridge. The intended recipient is the City of Brunswick, located at 100 South Maple Avenue, Brunswick, Maryland, 21716. A financial disclosure and federal nexus letter can be found here.

    • If awarded, funding will be used for NEPA documentation and the design phase of a new Multi Modal Pedestrian Bridge. This bridge will establish a fully graded, separated crossing over the CSX rail line at the MARC-Brunswick Station to directly address longstanding safety, access, and reliability challenges that have affected the community for decades.

 

  • $4,000,000 requested through the Transportation, Housing and Urban Development, and Related Agencies Appropriations Bill, for Golden Mile Multimodal Lane Safety Project. The intended recipient is the City of Frederick, located at 1041 W Patrick St, Frederick, Maryland, 21702. A financial disclosure and federal nexus letter can be found here.

    • If awarded, funding will be used for the construction of a bus-only lane and road safety improvements along a commercial corridor known as the "Golden Mile”. This project is an appropriate use of taxpayer funds because it will create a safer, more efficient way for pedestrians and cyclists to access businesses and services along the Golden Mile.
