Community Project Funding

In the 117th Congress, the House Appropriations Committee announced a new Community Project Funding (CPF) initiative to allow Members of Congress to target federal funds toward projects and programs that will address the most significant needs facing the communities they represent. Only state, local, and tribal governments; publicly owned entities (e.g. ports, universities, PUDs, etc.) and eligible non-profits are permitted to request Community Project Funding.

In Fiscal Year 2024, Members were allowed to submit fifteen requests on behalf of their districts. Maryland’s Sixth District was represented by fourteen requests being included in the proposed Fiscal Year 2024 spending bills, totaling $16,116,279.  

I am working diligently to ensure that the 15 projects submitted for Fiscal Year 2025 by my predecessor, Congressman David Trone, are included in the Fiscal Year 2025 budget.

Below you will find a resource guide outlining how to request Community Project Funding through the annual appropriations process. This guide is an effort to streamline the process and provide you with the best information available in a clear and concise format. My team and I are committed to creating a fair and equitable process that will benefit Maryland’s Sixth Congressional District.

The House Appropriations Committee has not released its official guidance for Fiscal Year 2026, as the Fiscal Year 2025 budget has not yet been finalized. Please note that the Fiscal Year 2026 guide below reflects Fiscal Year 2025 guidance and is subject to change.

We encourage you to fill out the application as soon as possible. If we receive new guidance from the Appropriations Committee, you may need to edit parts of your application. This form will allow you to edit your application after submission as needed. If you do update your application, please email us IMMEDIATELY to ensure the most up-to-date application is being considered as we review on a rolling basis. Please be sure to check this website often for updates on any new guidance.

DEADLINE FOR CPF APPLICATIONS - Friday, March 7, 2025. Please NOTE that this deadline is subject to change as we are given further  guidance from the Appropriations Committee. Please be sure to check back often for updated guidance.

Programmatic & Language Requests


Each year, the United States Congress considers and enacts annual appropriations bills, which provide the federal government with the funding it needs to operate. These bills fund numerous activities, including government operations, medical research, national defense, infrastructure, and education. You or your organization may submit programmatic or report language requests for Fiscal Year 2026. Programmatic requests include funding for specific federal programs that are important to you or your organization. Report language requests include specific policy directives to federal agencies.At this time, we have not received formal guidance or deadlines from the House Appropriations Committee. However, our legislative team is accepting FY26 Programmatic and Language Requests until March 14th. 2025 - FORM HERE. Rep.
