In the 117th Congress, the House Appropriations Committee announced a new Community Project Funding (CPF) initiative to allow Members of Congress to target federal funds toward projects and programs that will address the most significant needs facing the communities they represent. Only state, local, and tribal governments; publicly owned entities (e.g. ports, universities, PUDs, etc.) and eligible non-profits are permitted to request Community Project Funding.

In Fiscal Year 2026, Members were allowed to submit fifteen requests on behalf of their districts. Maryland’s Sixth District was represented by fifteen requests totaling $18,441,220

In Fiscal Year 2027, Members are permitted to submit up to twenty requests on behalf of their districts.

Below you will find a resource guide outlining how to request Community Project Funding through the annual appropriations process. This guide is an effort to streamline the process and provide you with the best information available in a clear and concise format. My team and I are committed to creating a fair and equitable process that will benefit Maryland’s Sixth Congressional District.

Programmatic & Language Requests

Each year, the United States Congress considers and enacts annual appropriations bills, which provide the federal government with the funding it needs to operate. These bills fund numerous activities, including government operations, medical research, national defense, infrastructure, and education. You or your organization may submit programmatic or report language requests for Fiscal Year 2027. Programmatic requests include funding for specific federal programs that are important to you or your organization. Report language requests include specific policy directives to federal agencies. At this time, we have not received formal guidance or deadlines from the House Appropriations Committee. However, our legislative team is accepting FY27 Programmatic and Language Requests until March 11th. 2026FORM HERE. Rep. April McClain Delaney appreciates your input into the annual appropriations process and we look forward to working with you as the Appropriations Committee takes up the FY27 spending bills.

Important Notice: FY 2027 guidance has not yet been formally released. Requests submitted prior to the release of official guidance may require additional information, and staff may follow up as needed.

Reminder: The deadline for Programmatic and Language Appropriations submissions is March 13th, but this is subject to change at the discretion of staff. Once the form closes, it will not reopen. Please submit your request as early as possible.
