FY2027 Community Project Funding Resource Appropriations Guide
The following Community Projects have been requested in the Fiscal Year 2027 legislative funding packages by Congresswoman April McClain Delaney. These projects are listed by subcommittee, and not in any priority order.
Agricultural, Rural Development, and Food and Drug Administration
- $4,650,000 requested through the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Bill, for the Oakland Volunteer Fire Department New Fire Station Project. The intended recipient is the Oakland Volunteer Fire Department, located at 31 South 3rd Street, Oakland, Maryland, 21550. A financial disclosure and federal nexus letter can be found here.
- If awarded, funding will be used for the construction of a new fire station that serves various towns in Garrett County. The current fire station, built in 1950, is aging and outdated. The construction of a new fire station will reduce emergency response times and bolster regional preparedness for disasters.
- $3,203,000 requested through the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Bill, for the Town of Smithsburg Wastewater Pump Station. The intended recipient is the Town of Smithsburg, located at 21 West Water Street, Smithsburg, Maryland, 21783. A financial disclosure and federal nexus letter can be found here.
- If awarded, funding would be used for the replacement of three failing wastewater pump stations. The project is an appropriate use of taxpayer funds because it will provide reliable wastewater services for nearly 3,000 residents and critical community facilities. Investing in pump station replacements provides a cost effective way to support the region’s infrastructure and prevent system failures.
- $1,633,865 requested through the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Bill, for the Westernport HorseRock Water Tank. The intended recipient is the Town of Westernport, 50 Main St, Westernport, Maryland, 21562. A financial disclosure and federal nexus letter can be found here.
- If awarded, funding will be used to replace the current, deteriorating 100,000-gallon groundwater storage tank with a new water tank with increased storage capacity. The project replaces a water tank that is approaching the end of its useful life. Replacement of this water tank is a long-term solution to ensure safe, reliable drinking water storage for the Westernport community and reduce the risk of future service disruptions.
Commerce, Justice, and Science
- $1,627,000 requested through the Commerce, Justice, and Science, and Related Agencies Appropriations Bill, for the Hagerstown Police Department Mobile Radio Upgrade. The intended recipient is Hagerstown Police Department, located at 50 N. Burhans Blvd. Hagerstown, MD 21740. A financial disclosure and federal nexus letter can be found here.
- If awarded, funding will be used to purchase new equipment for the Hagerstown Police Department, including new mobile radios to modernize and ensure uniform technology throughout the Hagerstown Police Department. The project is an appropriate use of taxpayer funds because it will ensure communication reliability during high-stakes operations, along with a GPS function to locate personnel in real time, enhancing situational awareness and coordination to protect the community.
- $1,196,738 requested through the Commerce, Justice, and Science, and Related Agencies Appropriations Bill, for Frederick County Behavioral Health Violence Prevention Program. The intended recipient is Sheppard Pratt Health System, Inc., located at 210 Abrecht Place, Frederick, Maryland, 20701. A financial disclosure and federal nexus letter can be found here.
- If awarded, funding will be used to build upon existing mental health services for youth in Frederick County through support staff and programs. The project is an appropriate use of taxpayer funds because it will target violence prevention and mental health care in school-aged youth, creating safer communities for all residents to benefit from.
Interior and Environment
- $1,596,983 requested through the Interior, Environment, and Related Agencies Appropriations Bill, for the Friendsville Water Improvement Project. The intended recipient is Garrett County Sanitary District, Inc., located at 175 Bear Creek Ct, Friendsville, Maryland, 21531. A financial disclosure and federal nexus letter can be found here.
- If awarded, funding will be used to replace the existing surface water source with a groundwater-based supply system. The Town’s existing intake on the Youghiogheny River no longer meets current Maryland Department of the Environment (MDE) screening requirements and has led to persistent operational challenges. The project is an appropriate use of taxpayer funds because it ensures long-term resilience, regulatory compliance, and consistent delivery of clean, safe drinking water to the Friendsville community.
- $3,000,000 requested through the Interior, Environment, and Related Agencies Appropriations Bill, for the Downtown Stormwater Drainage Improvement Project. The intended recipient is the City of Frederick, located at 140 West Patrick Street Frederick, Maryland, 21701. A financial disclosure and federal nexus letter can be found here.
- If awarded, funding will be used to increase stormwater system capacity by installing new storm drain pipes, adding parallel conveyance lines, upsizing and re-sloping existing pipes, and redirecting upstream flows to reduce pressure on constrained trunk lines. This project is an appropriate use of taxpayer dollars as it will address documented stormwater system deficiencies in both the City of Frederick. The project will reduce long-term maintenance costs, limit damage to public infrastructure, and improve the City’s ability to manage stormwater in compliance with federal water quality objectives.
- $1,430,000 requested through the Interior, Environment, and Related Agencies Appropriations Bill, for the Lead Service Line Replacement. The intended recipient is the City of Frederick, located at 140 West Patrick Street Frederick, Maryland, 21701. A financial disclosure and federal nexus letter can be found here.
- If awarded, funding will be used to initiate field investigations using electrical resistance testing and lead swab testing to verify the materials of unknown service lines and replacing publicly owned lead service lines, beginning with areas identified through predictive modeling and field verification. This project is an appropriate use of taxpayer dollars because it will reduce the risk of lead exposure for thousands of Frederick residents, improving drinking water safety, and ensuring compliance with federal environmental regulations.
